The U.S. Department of Commerce (DOC) has postponed its preliminary determinations in the antidumping (AD) investigations of carbon and alloy steel wire rod from Italy, Korea, South Africa, Spain, Turkey, Ukraine, and the United Kingdom.
The DOC’s preliminary dumping determinations in these investigations are now due by October 24, 2017.
The current schedule for the antidumping (AD) and countervailing duty (CVD) investigations of carbon and alloy steel wire rod from ten countries is below.
(1) CVD Investigations of Wire Rod from Italy and Turkey
The DOC’s preliminary CVD determinations are due by August 25, 2017. This date cannot be further postponed.
To date, Petitioners have alleged critical circumstances in the CVD investigation of Turkey but not in the investigation of Italy.
(2) AD Investigations of Wire Rod from Belarus, Russia, and the United Arab Emirate (UAE)
The DOC is scheduled to make its preliminary determinations in these investigations by September 5, 2017.
To date, Petitioners have alleged critical circumstances in the AD investigation of Russia but not in the investigations of Belarus or the UAE.
(3) AD Investigations of Wire Rod from Italy, Korea, South Africa, Spain, Turkey, Ukraine, and the United Kingdom
The preliminary determinations in these investigations are have been delayed until October 24, 2017.
To date, Petitioners have alleged critical circumstances in the AD investigations of South Africa, Spain, Turkey and the United Kingdom but not in the investigations of Italy, Korea, or Ukraine.
(4) ITC’s Final Injury Investigation
Although the DOC’s investigations of Belarus/Russia/UAE will proceed on a different schedule from the remaining investigations, the US International Trade Commission (ITC) will conduct a single injury investigation and issue its final determinations separately for the two sets of investigations.
We expect that the ITC will announce the schedule for its final investigation in early September – after the DOC issues its preliminary determinations in the AD investigations of Belarus, Russia, and the UAE.
