The US Department of Commerce (DOC) has released its preliminary determinations in the countervailing duty (CVD) investigations of carbon and alloy steel wire rod from Italy and Turkey.
The DOC has calculated the following preliminary CVD margins:
(1) Italy
(a) Ferriere Nord S.p.A. 1.70%
(b) Ferriera Valsider S.P.A. 44.18%
(c) All Others 1.70%
(2) Turkey
(a) Habas 2.27%
(b) ICDAS 0.00% (de minimis)
(c) All Others 2.27%
Countervailing duty deposits will be required on imports of wire rod from Italy and from Habas and ICDAS which are entered on or after the date on which these preliminary determinations are published in the Federal Register. Publication will probably occur later this week or next week.
Because the DOC has also made an affirmative determination of critical circumstances with respect to imports of wire rod from “All Others” in Turkey, the CVD rate of 2.27% will apply to imports from “All Others” effective 90 days prior to the publication date of the preliminary determinations.
The DOC’s preliminary determinations in the AD investigations of wire rod from Belarus, Russia, and the United Arab Emirates are due by September 5, and its preliminary determinations in the AD investigations of wire rod from Italy, Korea, South Africa, Spain, Turkey, Ukraine, and the United Kingdom are due by October 24.
