Significant Changes to 232 Tariffs – Downstream Products Included, Exclusion Process Ends

The Federal Register Notice covering Trump’s changes to the 232 Tariff program has been released.

• The exclusion process under Section 232 was terminated as of February 10, 2025. The Commerce Department will not consider any new product exclusion requests or renew any product exclusion requests. However, product exclusions that had been granted by February 10, 2025, will be honored and remain effective until their expiration date or until the excluded quantity has been imported, whichever occurs first. In addition, the general approved exclusions (GAEs) will be terminated as of March 12, 2025.
• Section 232 coverage has been extended to a number of “derivative” products, including all steel wire products which are classified in Chapter 73 of the Harmonized Tariff Schedule of the United States (HTSUS). These include wire rope, strand, cable, cloth, grill, netting, fencing, chains, nails, tacks, staples, screws, nuts, bolts, springs, and garment hangers.
