Wire Rod AD Margins Announced for 7 of 10 Countries
The US Department of Commerce (Commerce) has released its preliminary determinations in the antidumping (AD) investigations of carbon and alloy steel wire rod from Italy, Korea, South Africa, Spain, Turkey, Ukraine, and the United Kingdom. The margins for Belarus, Russia, and the United Arab Emirates (UAE), were announced in September.

Effective Date of Preliminary AD Determinations
Dumping duty deposits are required on imports of carbon and alloy wire rod on the following dates:
- Belarus – September 12, 2017
- Italy – October 31, 2017
- Korea – October 31, 2017
- Spain (except ArcelorMittal Espana) – on or about October 31, 2017
- Turkey – October 31, 2017
- Ukraine – October 31, 2017
- UAE– September 12, 2017
Critical Circumstances
When Commerce makes an affirmative determination of critical circumstances the dumping duty rate applies to imports from 90 days prior to the publication date of the preliminary margins in the Federal Register. These are the effective dates for application of dumping margins for those countries/companies for which Commerce found affirmatively for critical circumstances:
- South Africa – August 2, 2017
- Spain (ArcelorMittal Espana, only) – August 2, 2017
- Russia – June 14, 2017
- United Kingdom – August 2, 2017
